Delivering Smarter Infrastructure and Environmental Balance at Kaduna Business Park
Located in Melbourne’s south-east growth corridor, Kaduna Business Park is a masterplanned 92-hectare estate that reflects McMullin’s commitment to delivering high-performing commercial developments with lasting value. The precinct is strategically positioned on Cardinia Road, Officer South, offering seamless access to major arterials and growing regional catchments. As industrial and commercial demand in the south-east continues to rise, Kaduna is emerging as a critical hub for forward-thinking businesses looking to expand in a connected, scalable location.
McMullin has taken a deliberately long-term approach to the design and delivery of Kaduna Business Park. From site acquisition through to civil construction and landscaping, every element has been carefully considered to balance operational efficiency, ecological resilience, and future growth.
A Development Anchored by Green Space
A key feature of the estate is its significant allocation of open space. Of the total 92 hectares, 17 hectares have been dedicated to open space, including 3 local parks, landscaped buffers, nature reserves, walking trails and integrated waterways. This thoughtful inclusion not only enhances visual amenity, but also supports stormwater management, biodiversity and community wellbeing.
Wetlands as Functional Infrastructure
One of the standout environmental assets at Kaduna is its integrated wetlands system. Over the past 18 months, McMullin has prioritised the development of this key infrastructure across Stages 1, 3 and 4. The wetlands serve a dual purpose – providing sustainable drainage across dual catchments while enhancing the site’s natural environment.

Developed in close partnership with Melbourne Water, engineering consultant SMEC and civil contractor Winslow, the wetlands are fully embedded into the estate’s infrastructure strategy. Their design allows for natural water retention, filtration and controlled flow, improving stormwater quality and contributing to long-term resilience.
Native Planting and Habitat Protection
Landscaping and aquatic planting will be rolled out in the coming months by our recently appointed landscape contractor, ULS Group, with native species chosen specifically for their natural filtration capabilities and habitat creation. Designed by landscape architects CDA Design Group and working closely with ecologists Abzeco, ULS Group will landscape the wetland, as well as the adjoining local park 1. Local native plants have been selected to help support the wetland ecosystem by maintaining water quality and enabling a self-sustaining natural cycle.
The design of the wetlands also incorporates habitat protection measures, including specific planning and engagement with authorities Cardinia Shire Council, Melbourne Water, and the Department of Energy, Environment and Climate Action (DEECA) to support the growling grass frog, a threatened species of ecological significance in the region. A retained and enhanced GGF wetland, co-located with the main wetland, will provide suitable habitat for the GGF. This reflects McMullin’s broader commitment to environmentally responsible development.
Future-Ready Wastewater Infrastructure

In addition to stormwater, wastewater infrastructure has been carefully engineered to meet the estate’s long-term needs. Due to the site’s flat topography, a traditional gravity-fed sewer system could not be designed and constructed in isolation. McMullin, together with Cadence, KLM, Aquatec, SMEC and South East Water, developed a regional pump station and sewer outfall solution that supports not only Kaduna but surrounding land as well.
This forward-thinking approach ensures that tenants and future developments across the precinct can connect efficiently, without requiring costly future upgrades or rework.
Partnership-Driven Delivery
Delivery of civil infrastructure, including roads, drainage, and the wetland system, is being led by construction partner Winslow and landscape contractor ULS Group. Their experience in delivering high-quality, large-scale civil and landscape projects, respectively, ensures that every stage of Kaduna Business Park meets McMullin’s standards of excellence and reliability.
